Best version of Photoshop

I tried looking for the answer everywhere but all anyone ever says is "Do a google search"....not too helpful.

What I really need to know is...What is the best version of Adobe Photoshop?

I've seen loads around like Photoshop CS2, Photoshop CS3, Photoshop elements 4.0 etc. I could go on but which would be the best one to get? I don't want to buy one and then realise that there are much better ones for a similar price (especially as they're so expensive).

I know some people say use Paint Shop or download Gimp and so on but I already have Paint Shop Pro X and there are no tutorials for it! I really need to practise BGs and the colouring could use some work too but every tutorial is for Photoshop, I tried having a go anyway as they're fairly similar programs but Paint Shop doesn't have the same effects, brushes etc.

Try photoshop 7.0. Thats pretty good. I have CS2 and 7.0. If
possible I can try and maby send and attachment some how?

Photofiltre is WAY better. The new version--the best so
far--costs only $45; my stepfather got it for me as an early
Christmas present.

Photoshop CS3 costs over $1000, do you really want to spend
that much just to make a slightly better drawing? Photoshop
was made for professionists and those who need it for their
job, not for people who only want to practise. For that
there's Gimpshop, free and powerful.
