Why are all the balto pravite Roleplay and the gernal Pubic Roleplay locked?

There was a message posted out about this for the private roleplay sections on the forum.
Here is the following message from Roleplay section mod;
Aniu Caelestis : ATTENTION ROLE-PLAYERS: Change is coming, especially if you're used to rping in the private sections on the forums. Recently I found a major occurrence of rule-breaking and as a result, I'm sorry, but you'll all have to deal with it. The rules will be changing - becoming stricter for the safety of all who participate in that section of the site. I know this will be an inconvenience to some of you, and I do apologize for that, but it must be done. I gave the private section too much leash and now I'm being choked with it. It won't be happening again.
