Lots of people do, and it's actually quite the skill being able to
portray a character from a movie/TV show/book/etc. in a way that would
be a natural progression of their attitude and behaviour based on a
good understanding of their personality and mannerisms.
Obviously you don't have to only ever portray characters as
"in-character", but it helps to explain exactly what is going on and
why when you don't so people can understand your thought process as
you made your work, otherwise it just looks like someone's plopped a
character into a completely nonsensical situation.
I'm not really sure why you'd respond in a manner that appears rather
aggressive about that, it's a valid question and no story or reason
was laid out in the artists' description about what is going on in the
image to enlighten viewers beforehand. A comment asking why and
expressing confusion about an official character acting in a way that
is unnatural for that character isn't unusual.
