Just cause of that? Seriously? Balto has more of an attachment to Rosie than the other diphtheria victims.
She likes him, didn't yell, kick at him, or call him names. And she's Jenna's human.
Therefore she'll be first on his mind likely, but that doesn't, by any means, say that he doesn't care about the other people.
It's like a mother caring more for someone's child before her own.

He just said he wanted to help. Never said he wanted to be lead dog. Steele wouldn't let him help. That's about it.
Balto didn't even want to fight! After Steele fell off the cliff, he still said nothing about lead dog.
Star just offered for the spot was open and the choice was logical.

She probably didn't want to leave her side. Jenna's comfort was probably [as Rosie's father said], the only 'medicine' they had left.
And I don't think she even knew what Balto was doing. When she caught his scent and followed his tracks, she seemed surprised.
After seeing that and knowing there wasn't about nothing else she could do, of course she followed.
