Steet, PSAs are separate from the episodes, they're not part of an episode. In a show where the good guys are always fighting bad guys or solving mysteries, it's hard to squeeze a lesson in there, so PSAs are needed so that the kids are at least taught something by their favorite heroes without taking out some of the storyline to teach something. These are not episodes but small educational clips after some episodes.

PSAs are not annoying to those who admires the show and its characters.

Well, if it's nice to teach some lessons to kids, I think it's more clever to mix them within the show itself, not making special episodes for that. (which is less annoying for adults, and I believe it works better for kids too)
