I know people say that the 2nd takes place in the 1990's, but that can't be true. Itchy had just died at the beginning, and there's no way that he could live from the 1930's-1990's.

The theory everyone seems to agree on is that he died in the 30s and then when he and Charlie are sent to San Francisco to get Gabriel's horn, time has skipped ahead to the 90s. I saw one interesting post that said when they were in heaven, time either went by way quicker (to the point where it seemed that Itchy had just got there) or it didn't exist at all, which actually makes a lot of sense.
