Okay. We all know about the cute polar bear cubs who in my opinion are more like large hamsters.
In the first cartoon Muk and Luk portrayed as bear cubs, which were abandoned by their parents (and their group) only because of the fact that they can not swim (yep, their mother is harsh). They are funny, kind and stubborn.

However, the goose Boris sheltered and raised them.
Polar bears mature in 2 years and leave the mother. Accordingly, Muk and Luk are yearling bear cubs (maybe younger).
Why am I saying this? Fact that has been held for three years, but our heroes are still little cubs. I mean what is before us 4-5-year-old bears that do not look like adults.

Why do not they have changed?
I want to show you some sketches that were used during the creation of the first film. We see here the adult polar bears. This means that in the original script the parents of Muk and Luk were shown.

Their appearance as bear cubs is a plot device, albeit a limited one.
I'm pretty sure everyone knows they're cubs - it's pretty darned
obvious that an adult polar bear is a very large animal. Further, there is the reference, made by the character Kirby in Balto 3, that they are "mentally-challenged", which implies that their growth may have been stunted as well. Again, the Balto movies are not nature documentaries. There was no intent to be painstakingly accurate with the design of the animals. They're cartoons. You have to stop over-thinking and over-analyzing cartoons. |

Your opening statement is true to an extent. It's true that they can't
swim, and that they clearly are orphaned cubs, but the rest? I'm not
so sure. You should really provide links to your sources (just a
suggestion). As it has been said several times already, this is just a CARTOON. Balto isn't the only film that has an issue with characters remaining the same age. It just depends on the circumstance. In Balto's case, I doubt they even thought about aging them up. The sketches in the book aren't hard enough evidence to conclude (unless you can translate what is being said in that video) that Muk & Luk's parents were in the script at one point. The silhouette sketches are likely to be realistic drawings of Polar Bears as anatomy reference. The others are just concept drawings of Muk & Luk.
