Personality
Simon is a friendly, honest, determined, reliable and brave sort, well known for his generosity and helpfulness towards friends; and he has many friends. The majority of Simon's enemies (which are few) are generally persons who he thinks are bad company, and avoids. However there are dogs (namely a certain Pinocchio Arlington) who experience Simon's not-so-friendly side once too often - Simon is not a violent dog, but with his fast mouth, occasional hot-temper and prank-filled mind, he can prove to be a daunting and irritating foe.
Simon is also a good organizer (when he wants to be).

Background
His parents, a male Schipperke from New York and a female Nome-born terrier, were both strays in Nome, Alaska. Simon (the eldest of their offspring) and his four siblings were born in a garbage can.
History
Born and bred in a garbage can, Simon grew up a stray in Nome. As the eldest of his litter, Simon saw it his most important of responsibilities to be a very reliable big brother for his younger siblings. The dependable Simon was much-loved within his family.
At first, like many of his fellow strays, Simon stuck to the alleyways and backstreets of the town, never setting foot in the main streets unless it was absolutely necessary. Up until his early teens Simon avoided those he called the ''upper class'' - the sled and pet dogs. But after meeting young Marcus Arlington, a pet pup, he began to mix with the world beyond the alleyways of Nome. He fitted in well - with his friendly, honest character Simon easily made friends with the likes of Dixie, Sylvie and Jenna, Doc and many other dogs.
But rubbing shoulders with some of the ''upper class'' could lead Simon into trouble. Shortly before Diphtheria struck Nome in 1925, and when Simon was still a teen, Steele approached him offering friendship. Simon agreed, rather reluctantly, for he knew Steele's reputation for being dishonest. And as it turned out, Steele was taking advantage of Simon's helpful character - he craftily used the unsuspecting street pup to ''keep an eye on'' a rival racing sled dog team. Simon was caught in the act of spying and punished by Steele's sled dog rivals. Furious at being tricked, Simon gave Steele a piece of his mind and the two avoided each other ever since.
Marcus had also introduced Simon to the children of Nome. Simon loved the young humans like family, and was distraught when they fell ill with Diphtheria. Despite his huge fear of adult people (due to their size), Simon decided to brave the staff of Nome Hospital and tried to visit the sick children. He managed to succeed only twice.
Simon continued to live in Nome for the rest of his life - he never, ever set foot outside town - usually spending his days either with friends, garbage hunting, or arguing with Marcus' brother Pinocchio. Simon and Pinocchio argued a lot, and the former immensely enjoyed playing pranks on the latter.
In 1927 Simon was made Chairdog of the Nome Strays by his fellow street dogs.

Relation to the Balto Universe: Simon lives in Nome. He is friends with Balto and many other dogs in the town, and Steele is his enemy.
