First off, a poll needs to be on here; it saves time from looking through lots of pages. And I'm just updating my answer, after all this time...!
Secondly, because all of the returning characters ended up bland - yes, even Balto was still bland in a way [not as bad as WQ though!]; it was great to see him take the lead again and be awesome like that - though most of them were not completely recovered from the first sequel [well, the bears were the only real improvement in my opinion; Jenna was close, but... you all knwo what I would have loved to see her do, right?], the only character that I can say was my favorite has to be Kodi. He is a breath of fresh air that probably could have made this the better sequel had he been in the movie some more [instead of Stella, but we all know she was the WORST character, right?]. I like how his situation answers the question: "What does it truly take to be a lead dog?" It took him a mistake before he understood his father's words and realized that just because the rest of your team believes in one thing, it doesn't mean that you have to also. He did the right thing and helped Balto save a couple of lives in the process.
Also, just his backstory from what we saw in the song montage for "You Don't Have to be a Hero" really helps show how viewers can easily relate to his drive to be like his father somehow; the fact that he wasn't the fastest or the strongest makes you root for him, want to see him succeed and make Balto proud all throughout the film's duration. I just love that, and that's definitely a huge take-away from the film.

Aleu, of course! ...Well, kidding, but she DID technically make a cameo appearance as a puppy. <3
My favorite character from Wings of Change would definately have to be Dusty, though. What's not to love about her? Her "big-boned" body structure, her lazy and innocent eyes, her sultry voice...
