Uh? I've never heard about characters not having pants for reducing costs. Where did you read that?

You know, steet, that's the result of my deduction - if the current character has more details, it needs more materials, such ink, pencil, rubber... And it causes more costs of buying them, and in conclusion - more expensive animation. I know it at all from creating my OC, who is the voice actress of Danger Woman. (I can't say anymore 'till the moment of having created the profile for her ;) )

I know cutting production costs was important and even more nowadays (hence the very "edgy" / Flash style of animation we see nowadays...), but even minor characters had pants so I don't see why a secondary character like Mad Dog wouldn't for cost reasons.
Have you seen a prototype version of Mad Dog? I haven't myself. As for Kit, he had no shirt but pants in the early artworks, so that doesn't save any production costs.

Yes, I've seen him on "Bad reflection on you. Part 2" storyboard ( that's on one of the links from the dead Iron Vulture) ;)
