I dunno, the world Jymn and Mark created that we came to know as Cape Suzette, is very different from ours.
In Stormy Weather, Kit left Higher for Hire to join Daring Dan's airshow, if he had a legal order on him, he shouldn't be able to do that. Rebecca even said when talking to Baloo outside that "Kit is talented. Maybe he's cut off from something better than hauling cargoes, and if he is, who are we to hold him down?" She wouldn't have said it like that if she or Baloo had legal rights over Kit, instead I imagine she would advise Baloo to be a better role model, be the kind of person Kit respects and listens to, one that he looks up to.
Again in Flight School Coincidental, Kit left home to enroll into a Thembrian flight school that admits 12-year-old pilots. I don't think a 12 year old can enroll into a foreign school without parental approval or signatures.... If Baloo had legal custody of Kit, he would've put his foot down and not let him go through with it.
I don't know what the deal is, Kit seems to come and go as he please and no one seems to look into it. As he's with Baloo most of the time, people who don't know him and Kit may assumed him to be Kit's father and didn't press the matter.
Keep in mind that this is a cartoon, there's bound to be some unrealistic things in there.

True. But it has laws.

I always thought that episode happened shortly after P&L so it may not have been done yet.

Hech as a kid when I first watched the show I thought they were father and son and most who didn't know would too, but too get into school he'd have too have a guardian.

True it does take place in 1936-37 and child labor was an issue then but they did expect a guardian of some sort. If the family group was stable... they probably didn't quibble. Yeah that's why I bet they had no issue with them keeping him, after all he's been through I doubt they'd want much too do with him.

I think you're right, and was child labor allowed in 1937 then? I think it's a bit amazing that Disney allowed to make a 12 years old child WORKING for a company in a cartoon (yes, I know that in the series we rarely see him actually doing work and is more a company for Baloo, but still, Becky would probably have had to hire a navigator if he wasn't there)
