If you look closer at before Kiara says ''No!'' after Simba declares exile, Nala has a worried and shocked face, even though she never said anything.

Yes, I know. She seemed to see kovu the way Kiara seen him. Nice not cruel. She loves kiara

Of corse she didnt she saw the good in Kovu but was still not sure 100% sure if he was a true lion. Also she was being loyal to her Mate simba.

Nala saw Kovu in two ways one she want to the thing that is right for Kiara and she wanted to stay loyal to simba. There are two side to this.

Well, I thought I was the only one who noticed this!
I agree that perhaps Nala didn't want Kovu to be exiled after the "ambush", especially since she didn't seem to be angry with him after he saved Kiara's life from the fire. Her liking for him shines through once again when she talks with Simba underneath the stars and she seems to nudge the notion that even though Kovu is Scar's chosen successor, perhaps he doesn't want to follow that path. She surprisingly was right, though it might be her instincts noticing how much Kiara is trusting him and how close they were beginning to get. I dunno - it's never explained.
The worst thing is that Nala is merely Queen, but Simba is the one that supposedly passes judgment since he's the freaking King. King is higher than Queen, unfortunately, though it might also be because he's royalty and officially named the future King from birth while Nala was just betrothed to him because of PLOT and "need for love interest later on in said PLOT".
Maybe Nala just knew her place in line, so perhaps it was just not her place to protest...? Again, I dunno, but I would have loved to have seen Nala and Kiara working together to defend Kovu, even after what happened to Simba in the Outlanders' ambush. Instead, all we get is silent Nala and Kiara burning her dad with some powerful words after Kovu's exile - "You will never be Mufasa!" - and her becoming the peacekeeper in the climax.
LAAAAAAAAAAME~ Seriously, it is.
Argh... I may nitpick the plotholes and crap in this movie, but I still think it's better than most sequels.
