Here's another example of a villain besides Buster,that didn't kill anyone,Judge Claude Frollo,from The Hunchback of Notre Dame.
Technically, you could say he "killed" the gypsy woman that was taking care of Quasi.
Bells of Notre-Dame, anyone?
That and Frollo, on many attempts, tried to kill people, especially in the book version of the Hunchback, which is worth a read... same with Les-Misérables.
Now, back to Buster.
He was pretty much a do-nothing villain, which is pretty boring to me because I like it when the villain is almost constantly looking to stop the protagonist. He was pretty flat too, with his whole personality basically revolving around "I hate housedogs because my friend left me for one" which I can see why he would get like that, but not enough to the point he was at. Then again, these are dogs and feelings may differ.
However, I really liked his voice actor and his singing VA. They were pretty good. It kind of helped picture that "I love myself; I want to impress this girl, but I'm the top dog" play with him.
