It's possible that Tramp could have harbored a gene or trait from his parents or farther up his family tree that would have made him short but the genes of a different parent/ancestor repressed it and just so happens to be reactivated in the Tramp's offspring. There's also the possibility that Scamp and his three sisters take longer to grow due to various reasons like Tramp's inherited traits or they are late bloomers. It could also be due to the fact that Disney wants to portray them as kids/teenagers therefore they made them shorter to emphasize that Lady and Tramp are parents and therefore still bigger than them.
Personally, I believe in that last idea, it's a better explanation for it all.
I believe in that last theory too, unfortunately. Children love the youthful look of characters, even though for most of the original film, Lady was a pup for the first ten minutes and then Scamp and his siblings were in the last five. Of course that never explained Angel's puppy-like appearance [but then again, she's obviously part-Pomeranian, so there's the shortness for her]...
Or maybe the sisters and Scamp got Lady's height traits, not Tramp's? That could be a reason, since they are all mixed pedigree.
