There's no proof that they're cousins, however if you believe that Kovu is Scar's son, then that would make Kiara and Kovu second cousins.

No, I was talking about actual sexual references: they're not easy to spot, but they're much more than innuendos (especially in one scene of the movie The Rescuers).
