What happened with the dogcacher in LATT? In LATT2 there is a diffrant dogcacher than in LATT.

Most likely he either quit, retired or got fired. Some people don't keep the same job for very long, the guy simply might have been disinterested in continuing his work as a dog-catcher.
But you know Disney.. The sequels don't always exactly follow the first movie every step of the way. They like to change things up a bit sometimes. Perhaps they thought keeping the same dog-catcher would be too plain or boring, as the dog-catcher in the second movie is certainly funnier than the one in the first.
