Well we don't exactly learn about any of his teammates' sled dog experience throughout the movie, but given what we already have, I think it's pretty safe to say that Kodi seems to be the "smartest." He seems to be the only one on his team that is completely serious about his job and what they do. This can be clearly seen in two scenes. There's the beginning of the movie when they're late with the mail and then there's the scene where Kodi starts rethinking the team's decision to not help Duke and tells them that helping someone is what a mail dog is supposed to do.

I think "smartness" in general regards intelligence and judgment as well as sheer knowledge. While Kodi may be the "expert" when it comes to racing, he lacks in judgment where it comes to saving Duke. Therefore, I voted for Dusty because she seems to have the best judgment when it comes to ethics.

All of them. I don't see how any of them could possibly be stupid.

Frankly, after analyzing their conversations during the course of the movie, and then Kodi's reactions (and the others' reactions) to Balto's chastising of them for not wanting to help him find Duke, I feel that Dusty has the most common sense of the bunch of them. More so than Kodi as well. Kodi doesn't come off too well (or very bright) when that discussion in the "boiler room" with Balto takes place. And his conscience even needs a firm bit of nudging from his mother before he ends up doing the right thing and not only acting, but then following his father's lead (as it were) and reprimanding the rest of the team about not wanting to help.
