I think you can already guess about this topic. Who was the most detailed character out of all the Balto films?
Me personally I think it's Rosie. Even knowing she is only seen in Balto 1 and balto 3 in the intro I still think that her personality and her design was stunning out of all the characters.
Tell me what you think about the most detailed.

To be honest, none of the characters really had interesting designs. Rosy was only the most detailed because she was a human. Humans wear clothes--Rosy in particular had overalls, if memory serves--and clothes are more "detailed" than, say, Steele's collar (this goes for all the sled dogs) or Jenna's bandanna. Design wise, I think Steele was best-designed, if only because of the shapes around his eyes, which made him look more menacing (fitting his personality a lot more).

Details don't define character design. It can give some elaboration and boost, but its not the core of the character's appearance.
I think the best characters designed in this film was Nikki, Kaltag, and Star, because they follow the rule of big, small, medium. Their build also makes their personality stand out more. Take Star for instance:
His design is obviously very awkward. His eyes and nose are exaggerated and huge, fur color a little extreme, body build lanky and skinny, and his voice very high and shrill. However, these traits work well for his character, which is to provide some comedy relief and to contrast Steele's serious and masculine character. Although Star has a very simply fur pattern and design, I still think he stands out from other characters.

Although Star has a very simply fur pattern and design, I still think he stands out from other characters. That's a good point there, and I agree. But I think there are really two ways to look at this. First of all, there's the artistic detail side of it, which my reply focused on. Then there's the question of whether the physical details fit the character's personality. In that way, Nikki, Kaltag, and Star fit the title very well. But then you could say that all the characters are designed to somewhat fit their respective personalities and roles in the movie. Balto has a slimmer build and more ruffled fur because he's the outcast (thinner and rougher lifestyle). This also works in with the fact that he's not as physical, so he doesn't have the bulging muscle in sled dogs like Steele. Jenna is slimmer but well-groomed because she's Rosy's dog and Balto's love interest (beautiful and taken care of by her owners). Aleu (though she's from WQ) has a more muscular build because she's more headstrong as the Alpha of a wolf pack. Ralph (might as well continue the trend) has a larger, smoother build because he's mostly for light comic relief (similar to Muk and Luk in the first movie). All the characters are as detailed as they need to be if you look at it that way. It's not like you go, "Oh, I wish that character had so-and-so," or, "She should look like that instead of that--it'd fit her more."

There are other characters that weren't considered, such as Sylvie and Dixie. Design wise, Dixie may have had the most detail out of the other characters. Her purplish colors, mixed with her breed makes here very different from most of the characters, and even contrasts with Sylvie (Sylvie being tall and more natural colored, Dixie being short and more extreme on the color). Personality wise, Dixie didn't have much development, but you still do see some character in her during her moments in the story.

...There's more than one way to define "detailed". It looks here like you're referring to design details, in which case I kinda think it's a tie between almost all of the characters listed here because they all have unique builds which vary from character to character by breed and personality, making them all detailed in their own way. The markings of all the characters are quite simple; I can't really think of one less so than another.
But then there's detailed as a character in general, which means details in the history, personality, etc. In this case I'd probably have to go with Balto, who being the main character happens to also be one of the most developed. We see both his strengths and his weaknesses. I think Boris and Steele are decently done as well, and Jenna and even Kodi aren't too bad, though for some reason those two just don't seem as thorough to me.
With Rosie, Kaltag, Star, and Nikki, however...they're relatively flat characters. Rosie may be important to the general plot, but she doesn't get a lot of development, and the trio are simple supporting characters. None are very detailed.

I just didn't think of the whole history thing. So the true answer to this question is that there's more than one answer, depending on your POV.

I think that Steele was very detailed. He looked so much like the typical Alaskan Malamute, except for the blue eyes. He's a right nice-looking dog, but he's mean, though.

Balto , of course , It would be somewhat strange if he , being the main character wasn't detailed xD well , that's my own opinion ,
