There was a time a couple weeks ago when I seriously thought a friend of mine was dead, so I drew something as a kind of memorial. She actually wasn't dead--it's a long story--and I'm keeping the drawing under wraps until her birthday, but I think it's by far my best piece yet.

As far as the original question, I believe it's because our inspiration comes from our emotions and the ways we can express ourselves. In short, it's what makes us human.
Certain emotions, especially sadness, help us to calm down in a way and focus on whatever is at hand. So, for example, the lines come out smoother and more naturally, improving the general quality. I notice the same with my poems too: the best ones are when I find inspiration, which usually occurs when I'm feeling strong emotions.
