I know the site is mainly focused on the two 101 Dalmatians movies, but would it still be fine to create a character page for some of the dogs (and that one parrot) who were in the second movie for fanart purposes? Or would it causee too much conflict?

I agree with, pretty much everyone. They should still have pages I think, since, as Cat said, there are animation versions of them.

To my knowledge, we're in the process of making them. As you can see, there is a poll on the right column below the tab labeled "Poll", and we added that to see how many people think it's a good idea to make the 102 dalmatians characters. Enough people said yes, so we're going for it.

There were, I don't know why they removed them. Even tho they aren't animated in movies, they have cartoon counterparts and are also featured in video games. We owe the characters that I think.
