saske italian wolfYou need to have at least Photofiltre to make an effect like that (I don't think it's possible to make with Paint).
You need to copy one image and paste it into another, then you have to right click the mouse and select "Paste option". The first thing you can do is to lower the opacity, in order to blend the two images together. Once you think the opacity is at the right level, just click "Done" and, after right clicking again "Validate paste".
The two images are blent like the one you used as example.
I'm not sure with Gimp, but with Photoshop (if you have it), you just need to copy and paste one image on the other and play with the opacity.
