No. Yes Nuka is Ziras son, but he is a way younger than Sarabi. Nuka is younger than Simba too and Simba is son of Sarabi. Nukas birth goes somewhere in time of first TLK, when Scar was king. On the other hand Sarabi was there for whole first movie and before, probably same as Zira, it is unknown, because we do not see Zira in first TLK. So Zira and Sarabi are not related.
If you ask me, I would say Sarabi, Mufasa, Scar and Zira have similar age.
And yes Nuka is Simbas cousin.
