Origin of Thembrian Character Design?

Question :
In a previous answer you mentioned that the Air Pirates are all wolves because that is their nature, group predators, and you even made reference to the "Wolf Pack" Nazi submarines.

1.)What is the significance (if any) of the blue (my guess is because of the cold), Warthog design of the USSR-like Thembrians?

In that same vein you mentioned the character of Wildcat was based on a pilot character from the movie "Fandango."

2.)Was there a character the story writer or the voice actor drew from to develop the character/voice of Col. Spigot? (other than Napoleon)

It has been quite interesting thus far, thank you for responding to questions about the show.

Blue for cold. Warthogs because the they are lumpy, ugly critters. We needed an animal that matched the dumpling-like thinking of the Thembrians.

About the first question - I've always been curious about that, too.
A bunch of different species are found everywhere else, but Thembria. They're all the same (which I find intriguing.)

Truth be told, I think we wanted Wally Shawn for Colonel Spigot... but in the end could not get him. That's what we were hearing (shades of Princess Bride). But Jymn might correct me on that one.
