You can make a fan character that's based on that character, but not an official character. Only mods and site builders can make official characters.

Ok and as for reference pics I may need to talk to some people and it shouldn't be a problem I mean Charlie came back so why wouldn't other animals be able to or just assist him in a mission of sorts that would reqiure his help.

Do you want to make your own fancharacter or do you want to make this lion a character?
You would still need to mke clear reference pictures of the character, but you can make a lion character, as long if his story makes sense and fits in the movie well.
