I know the time in the first movie is 1939, but what about the second? It doesn't look much like the 30's or 40's, more like the 90's. Is that correct, or has it not been mentioned?

Even though I don't recall the film ever outright stating the date, it is widely assumed that the second film (and the series) take place in the year of release - 1996.
