Heyz! My name is Dakota! You all know why i refuse to tell my last name. Anwho, The Undertaker is baaaaaaaaaaaaack!! Woooo! By the way, thats an older picture of The Undertaker above. I would put a more recent one up but my computer is just not letting me do anything.

For the bio of the character...as has been mentioned, a pup of Balto and Jenna's would not be 1/2 wolf, 1/2 husky. That's Balto's traits, and Jenna is purebred. Their pups would be 1/4 wolf and 3/4 husky.
It also needs a LOT more "meat"/development. Most of this bio is extraneous fluff ("friends", "enemies", "theme song", etc.) and the actual development parts of the story are very brief and weak. I suggest taking a look at this topic in hopes that you can make some sort of use of it:

Anyways. I hope that can help. Again, I am not trying to be rude, negative, or cynical with this comment. I am simply looking to help you. I hope I was able to help you in some way, shape, or form.
Now, for the character herself...
Design-wise, the colors clash, and the markings/patterns in general are a tad unrealstic in comparison to other Balto characters. Most Balto characters have bi- or tri-colored coats in very simplified top-to-bottom patterns. This character, by contrast, looks almost...random, for lack of a better word.

This is my basic suggestion for a design for this character. Now, please note: this is only a SUGGESTION. You may use it if you want to, but I am in no way trying to force you to change your character. What you do with that is entirely up to you. These are simply some changes that I personally think would improve this design.
What I did: I kept her dark red color, but the bright red that you have for her underside really clashed with it and I think is the main cause for JC to recognize her as a sparkle. So I got rid of that color and instead replaced it with the color you used for the eyepatches. In order to simplify her face markings to a more Balto-universe-like appearance, I changed them to a bit of a combination of Balto's and the redfaced pup's. That way, she could keep the eyepatch idea as well as the light muzzle, but still retain a simple pattern. I also changed the bright red ears to a much darker red and got rid of the brown stripe entirely. It was bright, a clashing color to the rest of the color scheme, and unrealistic in the Balto universe (and in real life, for that matter.) I understand that she's a Balto/Jenna pup, but genetics don't work that way. A brown parent and red parent won't necessarily create offspring with random brown or red patches. Instead, I "replaced" the stripe with a small, darkish patch on the shoulders of the character.
That being said, I am going to give you a critique of both this image and this character. Please understand that I am not out to make any of these comments offensively. I am simply trying to help.

This is what's called a redline. I've had people do this for me in the past and it has been helpful. I also included some photographs of real dogs in similar positions to hopefully help you see some of the anatomy behind this.
Some consistent "mistakes" that I've noticed in most of your art tends to be three things: One, the neck is too thick; two, the legs are too short and thin; and three, you don't seem to yet have much of an understanding of the leg joints and how they move. Looking up pictures and videos of real dogs to study will definitely help all of these problems. Remember, referencing isn't a bad thing. In fact, referencing from photographs and from life is very much encouraged in the artistic world. In addition to the three that I included in the images, hundreds and hundreds of free reference photos are just a Google search away, in just about any breed or species you could imagine!
As far as the art goes...you do need to work on it. Now, granted, I understand that you're still a young artist, and that's ok. My art wasn't that great when I first came here, either, and much to my shame, I drew characters much sparklier than this. Not that great, right? Not even Balto related (though in defense of even my younger, noobish self, it is :techincally: Source-related with all the "Omgosh I'm on BS now!!!" all over it and even back then I DID post my share of actual Balto art.)

Point is, JC was trying to help you, not hurt you. Every artist in the world receives critiques from time to time. I'll tell you, I am really glad to see someone on here who draws more than they render. That's something that absolutely thrills me about you--even more so that you post only Balto-related stuff. I REALLY respect that. But that doesn't make your art perfect. But it CAN become better, and that improvement can come more quickly if you are willing to listen to the advice and opinions of others, both negative and positive.
