Like others already said, that's a guideline.
Using existing character's with a story, name and some personality to them is often far more interesting than "check out this ton of dogs I just coloured in! 8D".

You have no old characters you want to give away then... frankly there's not much need to make an adoption topic but if you do really want to make one, it's advised to put some effort into them and give them a short bio rather than colour in the same lineart x amount of times and they have nothing to them to make them interesting.

Yes, topics like that are no longer allowed. The golden rule now is: You can't make up random characters for people to adopt. I think using old designs for characters you had is OK (designs that you never used) but there is no way a 49-page adoption is going to be full of old designs.

Hence why any topics made after this topic was made will be locked.

There's the date on the original post for this topic. If an adoption topic made after that date doesn't fit these rules it'll be locked.
There's not much that can be done with those made before it because no one knew, these rules didn't exist then.

Also, added a new one:
"Add only character's for adopting. If you made one you want to keep yourself - don't add it with "mine" labelled next to it."

Yeah, its really annoying when that happens. Because people like the design, they the raliaze its not availible.

How do you create A duplicate picture of the dogs you want to adopt?

You mean how do you add a picture of the characters you want to adopt to your post?
