I can tell you one thing : that's not intended. It's just the result of the low animation budget outsourced to asian animation facilities.
Remember the fact that he doesn't have yellow eyes in the first sequel? Well that was because the american staff forgot to add that on the artworks models of the characters they sent to Wang. From the Phil Weinstein interview :
