Well yes and no.
Officially (out of the Lion King Films), no he did not actually exist. Also, the cub shown to the crowds at the end of movie one was a cub named jokingly "Fluffy".
However in FanFiction, the "Six New Adventures Books" and whatever else, is completely different. Then Kopa does exist, for whatever reason why.
Although (really) it's up to you to decide whether you think he exists or not.

Meh, I think the cub at the end is the random genderless "fluffy" , and Kopa is a semi-canon character from a book series (SNA)

I think that Kopa did exist, I mean, why is Simba so over-protective of Kiara? Simple. A theory that is easy to understand is that he lost a cub before. But it is up to you. If you want to believe in him then there is no need for proof really. You can join or create your own theory for him.

Well Kopa was the Son of Simba and Nala in The Six New Adventures. Disney did not even know about it. Fluffy isn't Kopa. according to an article the creators said " They think its a king but its a queen!"

Actually the six adventure books were written by someone who was on the production of the first lion king movie - this was because they didn't expect the film to get a sequel, so this was their way of continuing the story. The reason why Kopa wasn't in LK 2 is that the director of LK 2 wasn't aware of kopas existence until production of the movie had finished, this was because for the most part the stories were between the production team of the origional film I hope this helped
