I highly doubt it, I just think the animators were lazy in Balto 2, and just gave him the same design-like.
If you watch B2, there are tons of mistakes, and I think the animators were lazy.

It's kind of a stupid question to ask? We keep forgetting that Balto is a Wolf-Dog not just a Wolf; his appearance changes nothing about him!

They don't. Nava is a light grey color. Balto is like a dark gray brown, or something. Kinda hard to tell what with the animation and color changes throughout all three movies.
