Design: 7/10 It just didn't seem to...click together, to me. It was realistic colors and markings, but there was something about it that just made it seem, I dunno, off to me, or soemthing.

Personality: 9.7/10 She has a really sweet personality, but it didn't mention any flaws of her personality, which everyone has. Still, it was good nonetheless.

History: 10/10 I liked how it was simple and rather normal, but you made it so long and detailed while making nothing weird or unusual happen. It was awesome. ^^

Overall: 9/10 A bit more could be worked on, but a well-created character in general.

Slightly confusing upon first reading, but if you read it enough times, you get his character very well.

History: 8/10
Very original. I like it a lot. Though, I think it could use a little more detail perhaps on why he was injured, what happened in the fight, why he was raised by wild dogs or abandoned by his parents, how his humans died, or some other details. But I dunno. Maybe that's just me XD

Overall: 9/10
Very good character with very few flaws (: Nice job!

I give him a 7.5/10
The character is pretty good in general, he reminds me of my char Noah xD he always thinks before doing something but he ends up in a mess, much also like Alphonse Lol.
The design is elaborated and nice, the scars fits the design, even if there are a lot.

Rain

Design: 10/10 I love the fact she's a borzoi, and the colors go very well together; the design is very creative, and I loved it a lot.

Personality: 10/10 Very well described, and very well written - I like how she maintains an overall good attitude despite her past.

History: 10/10 again! I absolutely love how she has a nice history without having to have some kind of 'major' event happen to her. It's very creative and, as always, well written. I also like the fact that even though she was given new owners, in the end she found someone to make it worth while (Zeph).

Overall: 10/10 She's just awesome ^^

Phali

Design: 9/10 a bit simple, but you made it work very well! And you can still see the similarity between him and Balto, which is hard to do most of the time without making the design like a Balto clone xD

Personality: 7/10 Well... here I found that there are only 3 personality traits listed, and they're not really described in any way. Also, he never showed any faults... and to me there can't really be much of a personality without faults. Otherwise, they're considered a 'perfect' character...

History: 8/10 I like how he's the brother of Balto and was taken care of like Balto, but by someone different. Though the history is a bit confusing... because it doesn't explain why he left Nome, or how he became separated from Balto, or how he got that gift from Aniu.

Overall: 8.5/10 He's well made, but I think if you elaborated on his personality and history more, or just added a few more details, he'd be perfect!

Now... can someone rate Saitou?

How about my new character Vortex!

Design: 9/10

I am in love with his design! The only thing that bothers me is that his profile says he is an arctic wolf, but he is black... Arctic wolves are white, so you should probably change his breed to timber wolf.

Personality: 8/10

You focused too much on him just being shy. There has to be more to him than that...

History: 7/10

There isn't much history too him. I did like your reason for his parents being kills because it was realistic. There is potential for him to grow as a character, though, so keep working on it!

Overall: 8/10

He is a very simple character, which mean you can really build on him. Again, I love his design!!!
