Yeah, Sarabi's voice actor died, yet I don't think they would've thought it would be worth the trouble finding another voice actor for her, as she probably wouldn't have much of a role in the movie. Also, for some reason, I think it's quite respectful to Sarabi's voice actress to not replace her with anyone, but that's just me.
They could have added Sarabi in though, even without the same voice actress. The lioness that says "My, how you've grown", well, why do people keep saying that's Sarafina? She hasn't got the same eye colour, and the shape of her eyes look different, as well as her colour. I don't know, but to me, she looks more like Sarabi, even if she has Sarafina's voice actress' voice. There's a high chance it ISN'T, but she could have been added in so as to not create any plot holes, yet the new SP creators didn't bother with her details? And, in my opinion, that one line sounds a little different to Sarafina's one line, so maybe Sarafina's voice actress tried to sound a bit like Sarabi on purpose in SP or something?
Either way, if Sarabi had to go somehow, I'd give her some respect and let her die of old age, which was worsened by Scar's reign (Which could have also forced on some sickness?) instead of killing her off like we do with characters like Kopa and Mheetu XD

Well, what I think happened was:

With Sarafina and her not being in the movie (except from the grayish lioness saying "My, how you've grown!"), I imagine that because of suffering so much in the Pridelands, and really not having no more point in being there, they left together. I think they went to a neighboring Pride/ to the wild where Timon, Pumbaa and Simba had been to relax and retire.

I think that Disney didn't want to include her as her voice actress had passed away, making it disrespectful the character and the actress' family to include Sarabi in the film.

My personal theory as to why she isn't included in SP has some similarities to real lion. Lions only live to 10 or so years in the wild, so realistically speaking Sarabi may have passed from natural causes if you consider the amount of time it takes for a lion to become "mature", how long Simba was gone, and the amount of time it took for the Pridelands to recover etc.

I, however, think that Sarabi didn't disappear anywhere from the movie. TLK 2 creators were simply more busy with these new characters like Kiara, Kovu, Outlanders, etc., and they possibly thought it would be useless to crowd the movie with such minor characters like Sarabi. Little did they know that she was loved by fans xD She probably would've been pointless in the movie anyways, as harsh as this might sound.
Well, the idea of not wanting to put Sarabi in because her voice actress had died is also possible, for the actress had somewhat unique voice that would be kinda hard to replace, I think. And if it was replaced, it just wouldn't be the same Sarabi.
But still, I like to think that creators thought of Sarabi as kinda pointless and movie time and space-taking character, so they left her out, so we could just have our own theories.

Sarabi isn't in TLKII:SP because her voice actress died.

Sarabi's voice actress passed away, and didn't want to disrespect her voice of Sarabi. So they made her pass away before Kiara's birth possibly?
And Sarafina was Scar's mate after Scar met Zira, they broke up because Zira found out about Sarafina, who was Scar's mate because of Nala, who needed a father. Soon enough Sarafina had Mheetu, Scar wanted to be more royal. He didn't like Mheetu nor Sarafina. He met Zira again when he was king as he promised her when he was he would allow her in the pride lands...Soon enough Zira became queen and Nuka was born, he was scrawny un like Mheetu, who was a healthy cub. She moaned about Sarafina and Mheetu all day that Scar had to excile her and her cubs. Tht was when Nala went for help and Sarafina lived with her parents pride and Mheetu.

Actually (Not being rude) I think that some lionesses see their grandchildren, like Simba and Nala for example! They are quite young and strong, no wrinkles when Kovu and Kiara are adults, they live up to that, and especially when they have her at quite a young age like Kopa

I agree that the lioness saying 'my how you've grown' looks like sarfina more than it does sarabi, but I only see it vaguely. Maybe she is still alive but doesn't appear and doesn't come into any scenes? Its possible but I have no clue if the voice actor died or not but she could of because she kinda sounded old in the movie lol

I don't know where you heard that, but there is NO evidence whatsoever to support that the random lioness who said that was Sarabi. Besides, that lioness looks nothing like her.

yeah the main reason she wasnt shown is because the voice actor died and she wasnt really a important character is the franchise anyway Mufasa was

Not to burst anyone's bubble and I know you guys probably don't care now but in pretty sure scarabi was the reflection because the reflections are former kings or queens remember scars reflection? I think the one talking to kiara was nalas mother since she's in the credits its too bad they didn't put sarabi in the clouds but then she would have to talk pause the movie when kiaras looking into the water its sarabi
