Floyd Eaglesan is the proprietor of the Eagle Hair Club, a wig and toupee store in the Paradise Mall.  He is a short man of indeterminate nationality (he has a generally Asian-sounding broken English accent, which he may be faking to sell his image, but has blond hair and a blond Fu Manchu goatee, implying that he may not be Asian).  Floyd also wears a green changshan robe.  He has an American bald eagle which he keeps as a pet in the store.

Floyd has a very eccentric and sometimes even bizarre personality.  He displays a love of his hair pieces, and has a firm belief that they can improve the life of any client who walks into his store.  He even has samples that he provides to his potential customers.  However eccentric and bizarre he may be, he is an honest businessman.  He falls under suspicion by the AVL of being the culprit who stole the PX-41 serum after Gru is sent into his store to investigate, and he is summarily arrested.  He is led off in handcuffs proclaiming his innocence, and that he was framed.  In the end, however, he is proven right, and is later released and exonerated.
