I am aware this question has been asked before, but it's been answered in quite a few different ways, some saying yes, some saying no, which is extremely confusing. 

Is it allowed to create a fan profile for background characters/ comic characters that haven't had official character pages for them yet, such as Dotty, Babu, Boga, Diku, Naanda, Dwala, etc.?

I am aware that I'm probably going to get a comment saying "DUN DO ALTURNIT UNIVURS STUFZ" or "DUN CHANGE TEH CANON" or something, and I won't. I am simply writing my version of their story to make it fit into the canon timeline.

It's unlikely to get a profile for every single minor character ever, especially if their role was minimal or none at all, but you can't make your own profile for them. However you can use them in your images&fics without having to tag them.

You can however make a profile for your own versions of unnamed backround characters. Dotty&other lionesses are just fan names so profiles for them are OK. But for other, named characters - nope.
