In Balto II, when Balto's telling Aleu about her heritage, he says "my father was a husky who had pups with a wolf". Notice he says pups and not a pup. This could imply that Balto had siblings or at least one sibling, though they never appear- like Balto's father. I'm not saying it's true but it's possible, right? After all, the films don't talk much about Balto's family aside from his mother, mate, and pups.

Yes, it is likely that he does, since wolves/dogs generally have more than one.

It is possible. And several people have done fan fictions which seek to answer that question (though none of them are official material). The fact is that Universal Cartoon Studios did not tackle that subject in the stories, as it probably would have not served to move either of the sequels in the directions they wanted to take at the time.
