Ah, but there's what makes them so perfect for each other - or at least Angel so perfact for Scamp. He needed someone to bring him back down to earth, someone who had experience on both sides of the fence and could tell him, "You're better off with your family." Not that he didn't have that from his dad already, but the fact that Tramp never acknowledged his history until he'd already alienated Scamp interfered.
As for Buster, I think he suffered under the delusion that Angel was his girlfriend. His endless use of the word "baby" with regard to her wasn't exactly fatherly.
