i think there should be a balto 4(not to all of you who hate the balto sequels)with a new villainess which is a big female tiger who is played by Pat Carroll (ursula from the little mermaid) Charlotte Rae(aunt figg from the tom and jerry movie)  dawn french(the vicar of dibley) or kim woodburn(how clean is your house?)

the cast would be like this(with returning characters)

balto:kevin bacon

jenna: Bridget Fonda/Jodi Benson(singing voice)

steele(that's right folks!steeles back):Jim Cummings

star/kaltag/nikki: robbie rist/danny mann/jack angel

alue(she's back to help):lacey chabert

kodi(he's back too):sean astin

Dusty, Kirby, & Ralph(they are back too):Charity James, Carl Weathers, and Bill Fagerbakke

boris:Bob Hoskins

muk and luk:Kevin Schon

Stella:Jean Smart

Vanessa(the villainess tiger):Pat Carroll  Charlotte Rae  dawn french or kim woodburn(these ladies do very good villainess voices except kim woodburn as this might be her first voice acting)

(she is also assisted by two cronies who die near the climax of the film like Flotsam and Jetsam on the little mermaid when ursula fires at them by mistake)

if it comes out on dvd there would also be a Japanese version as an extra with Japanese titles and Japanese actors doing the voices.

I really dont understand the plot of your version. I see the list of characters that would be in it, but I dont see what the story would be about. Could you possibly give us a summary of what happens and why you think it's a good idea? Here we go now! This is what I was looking for! DBalto is right on how they might change they're minds about this.But I need a way to contact them.Any ideas? ZukotheCat is true about the procces of making an animated film. DustyWolf is also right about how the sequels didnt make enough money from the seqeuls.But I just found a Balto 4 ,Legends Never Die website thats ALL ABOUT Balto 4 its called ruskiehuskie.proboards.com/index.cgi and you might see someone familiar named DrewTheWolf.But if I do find a way to talk with Universal Studios...Balto 4 is gonna happen.

i agree with the other comments. it usually takes about 6 to 10 months just to see who will be in the movie who is gana do what charecters voice and to get threw the legal process. or the problebeo bieng that the last movie didnt make enough money. but i also agree that it is possible to make another movie and i know from experence that making a movie isnt cheap but i also know that its not impossible either yes its a risk but thats life one big risk and if thier is any dought '' ASK THE PEOPLE ''.

I hate to say this, but i'll be nice. There are lots of steps on creating an animated movie. Including legal permission, unless you're working for a studio. The reason why Universal didn't make another is because Balto 3 didn't make enough profits, so there wasn't enough money to make another film. Hate to say it, but I think it's not going to happen. I'm so sorry!

Okay, lets mix a tropical big cat with a small wolf-dog. it takes a lOT more than character voices. It takes months/ years worth to first make some character skecthes, then LOADS of backgrounds for each screen, animate, color in those sketches, then toss in voices. Besides, Universal does not plan to make any more balto sequels

Aaah... you and everyone else. Unless you have the time, the money, and the knowhow; it's not possible. And Universal isn't going to do it for us either, unfortunately. Sorry to crush your dreams, but there isn't going to be a Balto 4, unless Universal changes there mind overnight (which is not likely anytime soon).
