I hate them both, I'm not such a fan of bad guys. I more like the heros of the story but if I had to pick, I would pick Niju.

They're both 'villains', but I'd definitely have to say Steele. Niju wasn't even really a villain to start with. And Steele just seems to have a better complexity/background. You can clearly see the details of why he acts the way he does. Niju, on the other hand, you can't tell as easy. It may have been said, but it's still a bit difficult to place why he is the way he is 'bad guy' wise.
